A little history about Tulle: Tulle the word best associated with sheer skirts comes from the city of Tulle located in the southern region of France. It has been part of the world of fashion since the 1700'S and first worn by French ballerinas.  What comes to mind is the modern "powder puff" tutu of the 1940's with ballerinas sweeping across the floor in sheer designs. The waist is 3 inches of soft taffeta and closes with a hand done bow. One size fits all.
